The
President cannot make the laws
. All he can do is to carry out the laws made by Congress.
Examples:
Youngstown Sheet and Tube v. Sawyer
- seizure of steel mills is an unconstitutional exercise of the lawmaking authority reserved to Congress
Clinton v. City of New York
- line item veto would give the President the power to make laws and is therefore unconstitutional
