Settlor - presumed revocable unless made irrevocable

Trustee - normally cannot make changes unless given power by trust instrument or state law
-- if there is less than $20,000 in trust trustee can terminate without court permission

Beneficiaries - may consent to modification; if irrevocable need unanimous consent and court approval for modification or termination
-- court usually will not terminate if any material provisions remain; but not adopted strictly in CA because there can be problems that outweigh the material purposes
-- court cannot terminate if there is a spendthrift provision
