The Dezu
Manned by over 500 Enforcerz, and known
as the "Dezu," the Downshaft Enforcement Services Unit, headed
by its nefarious Kommander, Emil Zarg -- the "Beast of Downshaft"--
performs its mission with zero tolerance for "offpattern" behavior.
Zarg's first priority is to keep order in Downshaft (which is what he likes
best), his second priority is to "clear the Bogz" of wildmen and
feral children (an endless task), the third priority is to find and capture
Undergrounders, and the fourth is to protect authorized visitors to Downshaft
(always a reason that visiting Downshaft is a risky proposition).
There are only two punishments in Downshaft:
Torture and termination. Disconz and Anteeks, the workers of Downshaft,
have already lost their status on The Boardz, and are deprived of
personal screenz, so
there is little which motivates them (besides dreg and sex, of course).
Their marginal connection to the Interface supplies only the minimum "stimulation"
to get through the day, and removing that would render them both useless
and untrackable -- so, threats of torture or death are "the" sanctions
which "prompt" continuing compliance and servitude.

Main Enforcement Center
Where infractors are initially brought and processed. They are either
tortured and released (to provide walking examples for others), die during
torture, or they are terminated, depending upon the severity of the offense.
Zarg's Office
Ensconced in plush offices on the top floor of the heavily fortified
four story Enforcement building, Zarg runs the Dezu. His pride and joy is
his "Chamber of Tortures" comprised of several special torture
rooms created and outfitted (to deliver the most exquisite tortures) by
the master of torture himself.
Buzwill's Quarters
Administrative Assistant to Zarg, Buzwill is the "good Cop"
who tries to be lenient, and conscientious concerning security matters,
but must "toe the mark" in Zarg's presence.
Thonk's Quarters
More in the mold of Zarg (and liked by him more than Buzwill), Thronk
is the "bad cop" who enjoys "zapping" Disconz and Anteeks.
