The Nine
The Nine, or the "Shadow Directorship"
is the oligarchic "Power behind the Thone" in the Quadrant. Comprised
of a body of 9 men and women -- mostly Wealthy Privates -- The Nine uses
the formal mechanism and facade of the Directorship, and the supporting
Quadrant Establishment to rule the Quadrant behind the scenes (see The Nine entry in The Archive
"Politics and Work" section for amplifications).
The official method of choosing The Quadrant's Director
is by means of televotes in a "telelection." One vote per person
-- cast by all enfranchised inhabitants (using Screen activated transmit
mode) on "Telelection Day" once every year, decides the matter.
Two Director candidates run and the one who gets the most televotes (by
winning a simple majority) on that day wins the Directorship.

*When the telelection results are in, the
current Director must step down, and the elected Director takes his/her
place. If (as above) Axon Kronstadt wins, he replaces Bard Rammel, taking
a seat on The Nine, and the balance of power will shift to his faction.
